Overview
Oman's Golden Residency is no longer a program that belongs only in an old adviser list. The Ministry of Commerce, Industry and Investment Promotion operates a dedicated application portal, and Invest Oman now describes a live 10-year residence product with a USD 520,000 minimum across seven routes. That is enough official evidence to include Oman in Civita's active residency-by-investment universe.
The route menu is broader than a conventional property golden visa. It includes completed real estate in Integrated Tourism Complexes, an Omani company, government development bonds, listed securities, a five-year fixed deposit, large-scale local employment, and nomination through a qualifying invested company. The permit also carries family sponsorship and additional property and immigration benefits, but it remains residence rather than a passport.
The evidence boundary matters. The official portal does not publish a complete ancillary-fee schedule or a fixed processing-time promise, so Civita does not yet publish a family-of-four entry-cash total or a guaranteed timeline. Asset routes may produce sale or redemption proceeds later, but value and timing are not assumed and market, company, liquidity and exit risk must be modeled separately.

Tax
Oman does not impose personal income tax during 2026 or 2027. Royal Decree 56/2025 introduces a 5% personal income tax from the beginning of 2028 on taxable income above OMR 42,000, with deductions and exemptions to be governed by the law and its regulations. Residence-permit status and tax residence are separate questions, so anyone relocating should model the 2028 regime and any home-country obligations with qualified counsel.
